Whilst the total number of Prisoners undergoing sentences at Stone Cutter's Island (and at the Central Gaol) on 31st March on my arrival here amounted to 767, I am happy to be able to report, that the present number in Enclosure is only 530. And this marked diminution, when it is considered that the detective capacity and energy of the Police has been greatly augmented. Therefore, whatever be the number of convictions, their proportion to the actual amount of Crime may be fairly estimated as greater than formerly, so that, if crime itself had increased, such increase would have been immediately shown by the Police records.

I have been so materially assisted throughout by Mr. Douglas, the Superintendent, and his judicious management of the Gaol, the Prisoners, and enforcement of salutary discipline, that I am anxious to draw Your Lordship's attention to that Officer with a view to obtaining your sanction for an increase of his present salary from £500 to ...
